GENERATION I
In the video games Pokemon Red, Green, Blue, and Yellow, Eevee can be found in Celadon Mansion (Apartments) in Celadon City. Eevee is found on the 4th floor, the rooftop, and it will be the only eevee you get in the entire game. Choose wisely what you decide to evolve it into!

GENERATION II
In the games Pokemon Gold / Silver, Eevee will be gifted to you from Bill the Pokemaniac at his family's home in Goldenrod City. Eevee can also be found at the Game Corner in Celadon City for 6666 coins (Just head to the left window of the Prize Center). In Pokemon Crystal, however, Eevee is only available from Bill, not at the Game Corner.

GENERATION III
As fitting for remakes of the Gen I games, Eevee is found at the same location in the Pokemon Fire Red / Leaf Green games - the Celadon Mansion! This is the only Gen III game eevee is found in-game though. For Pokemon Ruby/Sapphire and Emerald, you'll have to trade with other players.

GENERATION IV
In the games Pokemon Diamond / Pearl, you can get Eevee from Bebe after finding the national pokedex. In Pokemon Platinum, you can aquire Eevee from Bebe immediately after entering town, regardless of whether you have the national pokedex or not. Either way, Bebe is at her home in Hearthrome City. You can also find eevee in the Trophy Garden on Route 212, behind the Pokemon Mansion. As Pokemon HeartGold / SoulSilver is a remake of the Gen II games, you can Eevee in the same way again - as a gift from Bill in Goldenrod City or at the Celadon City Game Corner.
